  • Gerry Campkin, Chairman, retired Program Director for Hewlett Packard. Mr. Campkin and his wife live in Masters Reserve

  • Robert Fisher, Vice Chairman, retired network executive with Verizon Telecommunications. Mr. Fisher and his wife live in Falcons Glen

  • Paul Sullivan, Treasurer, retired US Navy Commander, former Senior Manager with Stanley Tools and founder of Hydrograss of New England and Sullivan Tractor and Landscaping. Mr. Sullivan and his wife live in Champions Pointe

  • Ken Drum, Secretary, retired Senior Executive and Officer of the Illinois Federation of Teachers. Mr. Drum and his wife live in Lely Island Estates

  • Hal Ousley, Supervisor, retired congressional lobbyist for AT&T. Mr. Ousley and his wife live in Lely Island Estates



The District employees a professional manager who oversees the employees and contracts providing service to the community.
  • W. Neil Dorrill serves as District Manager and has 30 years of public administration and community management experience. Mr. Dorrill has a Masters degree in Public Administration and previously served as county manager for Collier County, Florida.

  • Jerry Ellis has served as the District Field Manager since 1996. Mr. Ellis has a degree in Horticulture from the University of Florida.


  • David Bryant serves as the District’s counsel since 2003 and specializes in land use and government affairs. He received his J.D. from the Stetson College of Law and is a former Chief Assistant State Attorney of Hillsborough County.
